Talking to Bloomberg about the SEPTA service cuts and fare increases, Penn IUR Faculty Fellow Leslie Richards, former Secretary of the Pennsylvania Department of Transportation and Professor of Practice at Penn's Stuart Weitzman School of Design, said:
“It is going to have a very focused and intense impact on some of our most vulnerable residents who have no other options. And that's not only the decreases in service, but the fare increase. Those same residents who can't afford cars definitely can’t afford to spend more money on transportation needs.”
