This paper addresses the challenges faced by subnational governments in the United States when implementing the seventh Sustainable Development Goal (SDG 7), which aims to ensure access to affordable, reliable, sustainable, and modern energy for all. To achieve the targets of SDG 7, subnational actors must navigate complex implementation challenges that arise from constitutional, statutory, and political barriers. Policymakers should also recognize the limitations of subnational actions and ensure that national and international support mechanisms are in place to complement local efforts.
